Policies & Procedures
Regular Library Board Meetings normally will be held on the fourth Thursday of each month at 7:00 P.M. The Board may go into Executive Session from 7pm to 7:30pm if necessary. The public portion of the meeting will start at 7:30 P.M. Exceptions may occur at the discretion of the Library Board of Trustees. The Board may re-convene into Executive Session after the public portion has been adjourned.
Meetings will be noted in the Library’s official newspaper(s) to be determined by the Board at its annual meeting, posted in the Main Library at the Circulation Desk and its two Branches and included in the Library’s Website in advance of the Meeting.
Conduct of Meetings
- The conduct of Meetings shall be formal or informal, at the discretion of the Board President. All, State and Federal, Laws pertaining to School District Public Libraries shall be followed. Roberts’ Rules of Procedure shall be followed in the making, seconding, amending, and voting on resolutions or motions.
- Meeting Procedures
- Members of the public may speak, for not more than three minutes, on any item under discussion by the Board the in Public portion of the Agenda. Under Correspondence, only a letter writer may comment, for not more than three minutes, on his or her letter to the Board.
- All Library Board Meetings are open to the public except for Executive Sessions held pursuant to the Open Meetings Law.

- All individuals using the room must be 18 years of age or older, and that the person reserving the room must also be at least 18-years of age.
- The person who made the reservation must present a valid picture ID or EPL card to check the room out
- EPL cardholders only may reserve the study room up to 24h
- Reservations will be canceled if you are 30 minutes late or more
- You may reserve up to two hours per day
- 4 person maximum in small study rooms
- No food allowed
- Personal belongings may not be left unattended in the study room.
- The library staff reserves the right to remove unattended belongings from the study rooms.
- Belongings may be claimed at the Circulation Desk.
- The library is not responsible for personal belongings.
- Study rooms are not soundproof; users need to maintain a study/work environment that does not disturb others in the Library.
This procedure is intended to balance the needs of the Library with the convenience of our patrons. If a Library staff member observes a violation, the staff member will inform the individual(s) involved and require that they cease the activity, relocate, or leave the building. Failure to comply with staff direction will result in the matter being referred to Security.
BORROWER’S CARDS
- Residents of the Elmont Union Free School District and contracted library funding districts – Borrower’s Cards for all family members are issued for a three-year period.
Two items of identification should be required as follows:
- Driver’s license/or motor vehicle identification card
- Current utility bill
- Rent receipt
- Tax bill
- Voter registration
- Bank statements or printed check with name and address
- Race track badge and letter from dormitory supervisor
- Or an alternate official document issued by a government agency which specifies the name and address
In lieu of one of the above, a written, notarized affidavit from the person with whom the applicant resides will be accepted, providing that person is themselves a registered borrower.
Three books may be borrowed immediately upon satisfaction of identification as outlined in the previous paragraph. No audio-visual materials may be loaned until the permanent library card has been received by and produced by the borrower upon checking out AV materials.
Children’s Cards are issued from birth through sixth grade.
Young Adult Cards are issued from seventh grade through twelfth grade.
Public high school students from seventh grade through twelfth grade who live in the Library District can apply themselves with school identification.
- Non-resident taxpayers – a borrower’s card may be issued for one-year-only to a non-resident individual who pays Elmont Union Free School District taxes, to be renewed annually:
- upon presentation of a current school tax bill as proof of taxpaying status.
- the individual extended borrowing privileges shall include the single or major stockholder of a tax-paying corporate entity or a stockholder designated by the Board of Directors of that corporation as the one to be extended borrowing privileges.
- Those residents who live outside Nassau County may purchase cards. Borrower’s cards issued for one year only to all members of the family. (All applications for each member of the non-resident family must be made within one week of payment of the annual out-of-district fee.) The out-of-district fee is to be reviewed annually at the July Meeting of the Elmont Public Library Board of Trustees. Rate to be determined by the current tax rate of average house assessment. Borrower’s cards may be stamped direct access providing the direct access fee has been paid.
No Direct Access Privileges
Teachers – Upon proof of current employment as a teacher in the Elmont Union Free School District, Sewanhaka Central School District, Valley Stream School District, and East Franklin Square School District, a borrower’s card will be issued for the current school year only. This must be renewed each school year.
- Members of clergy whose ministries are in the Elmont Union Free School District, upon proof of employment in a district parish, a borrower’s card will be issued, to be renewed annually.
- Employees of the Belmont Race Track, upon presentation of work identification and a letter from the Dormitory Chaplain, will be issued a borrower’s card to be renewed annually.
The Library is committed to serving “all individuals without regard to age, race, creed, color, national origin or gender.” It also recognizes that “its major concern must be a positive contribution toward the promotion of knowledge, tolerance, and concern for our fellow man.”
In keeping with these goals, the Library will make the Internet available to Library patrons. The Library is offering this tool as a complement to its varied resources. Elmont Library Patrons shall have priority use of the Internet over non-library patrons.
The use of this technology shall be consistent with the Library’s mission, goals, policies, and procedures, and with the applicable local, state, federal, and international laws.
The Library makes no warranty, expressed or implied, for the timeliness, accuracy, or usefulness of any information accessed via the Internet. Please be aware that with access to computers all over the world comes the availability of material that may be considered “inappropriate” for some users. The Library firmly believes that the valuable information available on this worldwide network far outweighs the possibility that users may procure information that is not consistent with the educational and research goals of the Library.
If patrons enter into a fee-based service, any charges incurred are their responsibility.
Access to the Internet will not include visiting inappropriate and/or pornographic Websites.
Users may print materials on the Library’s printers for a fee. Users may not download information to the Library’s hard drive. Information can be downloaded to a patron’s personal storage device.
With regard to the use of the Internet in Young Adult Services, the Library affirms and honors, the right and responsibility of parents/guardians to determine and monitor their own teens’ use of all Library materials and resources, including the Internet. The Library assumes no responsibility for the use of the Internet by a minor. The Library does not monitor and has no control over, the information accessed through the Internet and cannot be held responsible for its content. Access, use, or dissemination of information via the Internet in the Library is the responsibility of the user. In the case of minors, access, use, or dissemination of information via the internet is a joint responsibility of the teen and parent/guardian. The Library does not act in loco parentis, and cannot substitute its judgment for that of parents/guardians or enforce parents’/guardians’ decisions about their teens’ Internet use.
Staff will assist in the initial start-up of the system; however, staff cannot provide extended instruction.
The Library reserves the right to restrict the time that anyone user may gain access to the system and to place other reasonable restrictions as the need arises. Failure to comply with Library rules and regulations may result in termination of Internet access privileges and may additionally result in suspension or termination of other or all Library privileges.

Theatre Use Policy for Rentals (not-for-profit Theatre Groups)
The meeting room is free for public gatherings, open meetings, and programs that are of a cultural, civic, community, or educational nature.
Organizations wanting to reserve the meeting room must follow the guidelines outlined in the following documents.

Please be aware that our passes may exclude some special museum events or exhibits.
Remember to call or visit the museum’s website before your trip.
Museum Passes can only be reserved, checked out, and handled by an adult 18 years of age or older in possession of an adult Elmont Library card in good standing (no outstanding fines, fees, or overdue materials).
Only one pass may be checked out to an Elmont Library cardholder at any given time.
Passes may be reserved up to 30 days in advance.
Passes are borrowed for 3 days and must be returned to the library by closing on the due date. Passes may not be returned in the book drop. There will be a $10.00 per day late charge for passes not returned on time.
If a reserved pass is not picked up on the first day of the reservation by the Library’s closing time, the reservation will be canceled.
If a patron fails to pick up a pass two or more times without a cancellation, said patron will be prevented from reserving any passes for a period of 3 months.
If failure to return the pass on time necessitates the library’s having to pay the entrance fee for the next Elmont Library cardholder, the entry fee specific to that museum will be attached to the late borrower’s record.
Any borrower who loses a pass will be charged the full replacement cost of that Museum Pass.
The library patron is responsible for obtaining directions, hours of operation, and any other information pertaining to the museum before their visit.
The Elmont Library staff reserves the right to monitor usage to ensure fair access for the greatest number of Elmont Library cardholders.
The Elmont Library reserves the right to review and change its policy with regard to the Museum Pass Program at any time without prior notification to ensure fair access for the greatest number of Elmont Library Cardholders.

The Rules and Regulations for Use of the Library are set by the Board of Trustees with the advice of the Library Director. The Board of Trustees has adopted the following Rules and Regulations for use of the Library so that the Library may provide an atmosphere conducive to the appropriate use of its services and facilities. In addition, further rules and regulations, which define who may use the Library and its facilities, the terms of usage, hours of operations, etc., are spelled out in a series of policy statements and printed memoranda that are included in the Policy Manual under the appropriate subject headings.
